En 2024, la démarche Territoire Zéro Chômeur de Longue Durée (TZCLD) a poursuivi son essor en France en tant qu’initiative innovante de lutte contre le chômage de longue durée. Ce projet, né en 2016 avec l’adoption de la loi d’expérimentation, vise à démontrer qu’il est possible, sur des territoires pilotes, de créer des emplois adaptés aux compétences des demandeurs d’emploi
de longue durée tout en répondant aux besoins locaux non couverts tout en plaçant l’humain au cœur des dynamiques économiques et sociales. TZCLD s’inscrit dans une vision ambitieuse de justice sociale et d’utilité collective.
I- Les grands principes de la démarche TZCLD
Elle repose sur trois piliers fondamentaux :

- Aucun chômeur n’est inemployable : Chaque personne privée d’emploi, quelle que soit sa situation, possède des compétences et peut contribuer à la société si on lui en donne
l’opportunité. - La réaffectation des coûts du chômage : Les fonds publics mobilisés pour indemniser le chômage (allocations, dispositifs d’accompagnement, aides diverses) sont réorientés vers la création d’emplois utiles et pérennes.
- Une approche territoriale et collective : Chaque territoire volontaire identifie les besoins locaux non satisfaits (services, projets environnementaux, lien social) et développe des emplois adaptés en impliquant les habitants, entreprises, collectivités et associations.
- Aucun chômeur n’est inemployable : Chaque personne privée d’emploi, quelle que soit sa situation, possède des compétences et peut contribuer à la société si on lui en donne

En 2024, la démarche TZCLD a relevé plusieurs défis pour maintenir et développer son impact :
